Abstract

This talk explores the complex and often contradictory dynamics of Africa’s energy transition. As African nations work to achieve universal energy access and drive economic growth, they are simultaneously under pressure to rapidly adopt clean energy. This sometimes creates inherent tensions between global climate goals and local development priorities. The talk will examine the diverse viewpoints and stark realities defining this critical period, proposing pragmatic solutions to bridge this divide.

Biography

Lily Odarno is the Regional Director for Africa at the Clean Air Task Force (CATF), where she oversees initiatives focused on development-centric energy transitions, energy access, electricity markets and zero-carbon technology innovation in Africa. Prior to CATF, Lily was instrumental in establishing the World Resources Institute's Energy Access Initiative in East Africa. She has also worked with the UNEP Copenhagen Climate Center. With extensive global experience, Lily is a recognized expert on the unique energy and climate challenges facing Africa. She advocates for the critical role of local context in developing meaningful climate solutions that serve people, the economy, and the environment. Her commentary has been featured on major platforms including BBC World, NPR and Aljazeera. She also serves on the Editorial Board of the Climate Policy Journal. Lily holds a PhD in Energy and Environmental Policy from the University of Delaware.
